V\u1edbi vi\u1ec7c bao ph\u1ee7 kho\u1ea3ng 50% t\u1ed5ng ph\u00e1t th\u1ea3i qu\u1ed1c gia ngay trong giai \u0111o\u1ea1n \u0111\u1ea7u, Vi\u1ec7t Nam \u0111ang th\u1ec3 hi\u1ec7n quy\u1ebft t\u00e2m m\u1ea1nh m\u1ebd trong vi\u1ec7c s\u1eed d\u1ee5ng c\u00f4ng c\u1ee5 t\u00e0i ch\u00ednh \u0111\u1ec3 \u0111\u1ea1t m\u1ee5c ti\u00eau Net Zero, \u0111\u1ed3ng th\u1eddi t\u1ea1o c\u01a1 ch\u1ebf &#8220;ph\u00f2ng v\u1ec7&#8221; cho doanh nghi\u1ec7p tr\u01b0\u1edbc c\u00e1c h\u00e0ng r\u00e0o thu\u1ebf quan qu\u1ed1c t\u1ebf nh\u01b0 CBAM.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>1. C\u1ea4U TR\u00daC TH\u1eca TR\u01af\u1edcNG TH\u00cd \u0110I\u1ec2M (2025-2027)<\/strong><\/h2>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>Ph\u1ea1m vi bao ph\u1ee7: &#8220;\u0110\u00e1nh&#8221; v\u00e0o tr\u1ecdng \u0111i\u1ec3m<\/strong><\/h3>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Kh\u00e1c v\u1edbi c\u00e1c qu\u1ed1c gia th\u01b0\u1eddng b\u1eaft \u0111\u1ea7u th\u00ed \u0111i\u1ec3m \u1edf quy m\u00f4 nh\u1ecf, Vi\u1ec7t Nam ch\u1ecdn c\u00e1ch ti\u1ebfp c\u1eadn tr\u1ef1c di\u1ec7n v\u00e0o c\u00e1c ngu\u1ed3n ph\u00e1t th\u1ea3i l\u1edbn nh\u1ea5t ngay t\u1eeb \u0111\u1ea7u. H\u1ec7 th\u1ed1ng ETS giai \u0111o\u1ea1n th\u00ed \u0111i\u1ec3m s\u1ebd bao tr\u00f9m 3 ng\u00e0nh c\u00f4ng nghi\u1ec7p x\u01b0\u01a1ng s\u1ed1ng:<\/p>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\" start=\"1\">\r\n<li><strong>Nhi\u1ec7t \u0111i\u1ec7n:<\/strong> Ngu\u1ed3n ph\u00e1t th\u1ea3i l\u1edbn nh\u1ea5t.<\/li>\r\n\r\n\r\n\r\n<li><strong>S\u1ea3n xu\u1ea5t Th\u00e9p:<\/strong> Bao g\u1ed3m 27 c\u01a1 s\u1edf l\u1edbn (chi\u1ebfm 80% ph\u00e1t th\u1ea3i ng\u00e0nh).<\/li>\r\n\r\n\r\n\r\n<li><strong>S\u1ea3n xu\u1ea5t Xi m\u0103ng:<\/strong> Bao g\u1ed3m 56 nh\u00e0 m\u00e1y clinker (chi\u1ebfm 90% ph\u00e1t th\u1ea3i ng\u00e0nh).<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>C\u01a1 ch\u1ebf ph\u00e2n b\u1ed5 h\u1ea1n ng\u1ea1ch (Allocation)<\/strong><\/h3>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Trong giai \u0111o\u1ea1n 2025-2026, Ch\u00ednh ph\u1ee7 s\u1ebd \u00e1p d\u1ee5ng ph\u01b0\u01a1ng ph\u00e1p <strong>ph\u00e2n b\u1ed5 mi\u1ec5n ph\u00ed (Grandfathering)<\/strong> d\u1ef1a tr\u00ean d\u1eef li\u1ec7u l\u1ecbch s\u1eed ho\u1ea1t \u0111\u1ed9ng.<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>M\u1ee5c ti\u00eau:<\/strong> Gi\u00fap doanh nghi\u1ec7p l\u00e0m quen v\u1edbi vi\u1ec7c qu\u1ea3n l\u00fd h\u1ea1n ng\u1ea1ch m\u00e0 kh\u00f4ng g\u00e2y s\u1ed1c v\u1ec1 chi ph\u00ed s\u1ea3n xu\u1ea5t (tr\u00e1nh l\u1ea1m ph\u00e1t gi\u00e1 \u0111i\u1ec7n, gi\u00e1 v\u1eadt li\u1ec7u x\u00e2y d\u1ef1ng).<\/li>\r\n\r\n\r\n\r\n<li><strong>C\u1ea3nh b\u00e1o:<\/strong> T\u1ef7 l\u1ec7 ph\u00e2n b\u1ed5 mi\u1ec5n ph\u00ed s\u1ebd gi\u1ea3m d\u1ea7n theo l\u1ed9 tr\u00ecnh. Doanh nghi\u1ec7p c\u1ea7n hi\u1ec3u r\u1eb1ng &#8220;b\u1eefa tr\u01b0a mi\u1ec5n ph\u00ed&#8221; n\u00e0y s\u1ebd kh\u00f4ng k\u00e9o d\u00e0i m\u00e3i.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>2. C\u01a0 CH\u1ebe LINH HO\u1ea0T: &#8220;C\u1eecA THO\u00c1T HI\u1ec2M&#8221; 30%<\/strong><\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">M\u1ed9t \u0111i\u1ec3m s\u00e1ng chi\u1ebfn l\u01b0\u1ee3c trong Ngh\u1ecb \u0111\u1ecbnh 119 l\u00e0 c\u01a1 ch\u1ebf b\u00f9 tr\u1eeb (Offsetting).<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>C\u00e1c doanh nghi\u1ec7p ph\u00e1t th\u1ea3i v\u01b0\u1ee3t qu\u00e1 h\u1ea1n ng\u1ea1ch \u0111\u01b0\u1ee3c ph\u00e9p s\u1eed d\u1ee5ng t\u00edn ch\u1ec9 carbon \u0111\u1ec3 b\u00f9 \u0111\u1eafp t\u1ed1i \u0111a <strong>30%<\/strong> l\u01b0\u1ee3ng ph\u00e1t th\u1ea3i v\u01b0\u1ee3t m\u1ee9c.<\/li>\r\n\r\n\r\n\r\n<li><strong>Ngu\u1ed3n t\u00edn ch\u1ec9 ch\u1ea5p nh\u1eadn:<\/strong> C\u00e1c d\u1ef1 \u00e1n gi\u1ea3m ph\u00e1t th\u1ea3i trong n\u01b0\u1edbc (R\u1eebng, \u0110i\u1ec7n m\u1eb7t tr\u1eddi, Biogas&#8230;) ho\u1eb7c c\u00e1c t\u00edn ch\u1ec9 qu\u1ed1c t\u1ebf theo c\u01a1 ch\u1ebf \u0110i\u1ec1u 6.2 v\u00e0 6.4 c\u1ee7a Th\u1ecfa thu\u1eadn Paris.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00dd ngh\u0129a t\u00e0i ch\u00ednh:<\/strong> \u0110\u00e2y l\u00e0 c\u01a1 h\u1ed9i v\u00e0ng \u0111\u1ec3 t\u1ed1i \u01b0u chi ph\u00ed. Thay v\u00ec ph\u1ea3i mua h\u1ea1n ng\u1ea1ch t\u1eeb c\u00e1c doanh nghi\u1ec7p kh\u00e1c (d\u1ef1 ki\u1ebfn gi\u00e1 s\u1ebd cao), doanh nghi\u1ec7p c\u00f3 th\u1ec3 t\u1ef1 \u0111\u1ea7u t\u01b0 ho\u1eb7c mua t\u00edn ch\u1ec9 carbon t\u1eeb c\u00e1c d\u1ef1 \u00e1n r\u1eebng\/n\u0103ng l\u01b0\u1ee3ng t\u00e1i t\u1ea1o v\u1edbi chi ph\u00ed th\u1ea5p h\u01a1n (Arbitrage opportunity), mi\u1ec5n l\u00e0 kh\u00f4ng v\u01b0\u1ee3t qu\u00e1 tr\u1ea7n 30%.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>3. T\u00c1C \u0110\u1ed8NG K\u00c9P \u0110\u1ed0I V\u1edaI NG\u00c0NH TH\u00c9P V\u00c0 XI M\u0102NG<\/strong><\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Hai ng\u00e0nh n\u00e0y \u0111ang \u0111\u1ee9ng gi\u1eefa &#8220;hai l\u00e0n \u0111\u1ea1n&#8221;:<\/p>\r\n\r\n\r\n\r\n<ol class=\"wp-block-list\" start=\"1\">\r\n<li><strong>Trong n\u01b0\u1edbc:<\/strong> Ph\u1ea3i tu\u00e2n th\u1ee7 h\u1ea1n ng\u1ea1ch c\u1ee7a ETS Vi\u1ec7t Nam.<\/li>\r\n\r\n\r\n\r\n<li><strong>Qu\u1ed1c t\u1ebf:<\/strong> Ph\u1ea3i ch\u1ecbu thu\u1ebf CBAM khi xu\u1ea5t kh\u1ea9u sang EU (nh\u01b0 \u0111\u00e3 ph\u00e2n t\u00edch \u1edf B\u00e0i s\u1ed1 1).<\/li>\r\n<\/ol>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Tuy nhi\u00ean, ETS Vi\u1ec7t Nam ch\u00ednh l\u00e0 &#8220;l\u00e1 ch\u1eafn&#8221; cho CBAM.<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>C\u01a1 ch\u1ebf:<\/strong> N\u1ebfu doanh nghi\u1ec7p \u0111\u00e3 tr\u1ea3 chi ph\u00ed carbon t\u1ea1i Vi\u1ec7t Nam (th\u00f4ng qua vi\u1ec7c mua h\u1ea1n ng\u1ea1ch ho\u1eb7c \u0111\u1ea7u t\u01b0 gi\u1ea3m th\u1ea3i), kho\u1ea3n chi ph\u00ed n\u00e0y s\u1ebd \u0111\u01b0\u1ee3c <strong>kh\u1ea5u tr\u1eeb<\/strong> v\u00e0o thu\u1ebf CBAM ph\u1ea3i n\u1ed9p cho EU.<\/li>\r\n\r\n\r\n\r\n<li><strong>L\u1ee3i \u00edch:<\/strong> Thay v\u00ec n\u1ed9p ti\u1ec1n thu\u1ebf v\u00e0o ng\u00e2n s\u00e1ch Ch\u00e2u \u00c2u, doanh nghi\u1ec7p n\u1ed9p v\u00e0o th\u1ecb tr\u01b0\u1eddng carbon Vi\u1ec7t Nam, gi\u1eef ngu\u1ed3n v\u1ed1n l\u1ea1i trong n\u01b0\u1edbc \u0111\u1ec3 t\u00e1i \u0111\u1ea7u t\u01b0 xanh.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>4. H\u00c0NH \u0110\u1ed8NG KH\u1ea8N C\u1ea4P CHO DOANH NGHI\u1ec6P (DEADLINE 31\/03\/2025)<\/strong><\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Giai \u0111o\u1ea1n th\u00ed \u0111i\u1ec3m \u0111ang \u0111\u1ebfn r\u1ea5t g\u1ea7n, doanh nghi\u1ec7p trong danh s\u00e1ch b\u1eaft bu\u1ed9c c\u1ea7n th\u1ef1c hi\u1ec7n ngay c\u00e1c b\u01b0\u1edbc sau:<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>B\u01b0\u1edbc 1: Ch\u1ed1t s\u1ed1 li\u1ec7u Ki\u1ec3m k\u00ea KNK 2024<\/strong><\/h3>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Theo Quy\u1ebft \u0111\u1ecbnh 13\/2024\/Q\u0110-TTg, b\u00e1o c\u00e1o ki\u1ec3m k\u00ea kh\u00ed nh\u00e0 k\u00ednh n\u0103m 2024 ph\u1ea3i ho\u00e0n th\u00e0nh tr\u01b0\u1edbc ng\u00e0y <strong>31\/03\/2025<\/strong>.<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>T\u1ea1i sao quan tr\u1ecdng?<\/strong> \u0110\u00e2y l\u00e0 b\u1ed9 d\u1eef li\u1ec7u c\u01a1 s\u1edf (Baseline) \u0111\u1ec3 Ch\u00ednh ph\u1ee7 quy\u1ebft \u0111\u1ecbnh c\u1ea5p cho doanh nghi\u1ec7p bao nhi\u00eau h\u1ea1n ng\u1ea1ch mi\u1ec5n ph\u00ed.<\/li>\r\n\r\n\r\n\r\n<li><strong>R\u1ee7i ro:<\/strong> N\u1ebfu b\u00e1o c\u00e1o s\u01a1 s\u00e0i ho\u1eb7c th\u1ea5p h\u01a1n th\u1ef1c t\u1ebf, doanh nghi\u1ec7p s\u1ebd \u0111\u01b0\u1ee3c c\u1ea5p \u00edt h\u1ea1n ng\u1ea1ch. Khi v\u00e0o v\u1eadn h\u00e0nh, n\u1ebfu thi\u1ebfu h\u1ea1n ng\u1ea1ch, doanh nghi\u1ec7p s\u1ebd ph\u1ea3i b\u1ecf ti\u1ec1n t\u00fai ra mua =&gt; <strong>Thi\u1ec7t h\u1ea1i t\u00e0i ch\u00ednh tr\u1ef1c ti\u1ebfp.<\/strong><\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>B\u01b0\u1edbc 2: Thi\u1ebft l\u1eadp b\u1ed9 ph\u1eadn kinh doanh Carbon (Carbon Trading Desk)<\/strong><\/h3>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Doanh nghi\u1ec7p l\u1edbn c\u1ea7n ch\u1ec9 \u0111\u1ecbnh nh\u00e2n s\u1ef1 ph\u1ee5 tr\u00e1ch vi\u1ec7c theo d\u00f5i th\u1ecb tr\u01b0\u1eddng. Carbon kh\u00f4ng c\u00f2n l\u00e0 v\u1ea5n \u0111\u1ec1 k\u1ef9 thu\u1eadt m\u00f4i tr\u01b0\u1eddng, n\u00f3 l\u00e0 v\u1ea5n \u0111\u1ec1 <strong>T\u00e0i ch\u00ednh &#8211; K\u1ebf to\u00e1n<\/strong>. C\u1ea7n c\u00f3 chi\u1ebfn l\u01b0\u1ee3c: Khi n\u00e0o n\u00ean mua h\u1ea1n ng\u1ea1ch? Khi n\u00e0o n\u00ean b\u00e1n (n\u1ebfu d\u01b0)? Khi n\u00e0o n\u00ean d\u00f9ng quy\u1ec1n b\u00f9 tr\u1eeb 30%?<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\"><strong>B\u01b0\u1edbc 3: \u0110\u1ecbnh gi\u00e1 Carbon n\u1ed9i b\u1ed9 (Internal Carbon Pricing)<\/strong><\/h3>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">B\u1eaft \u0111\u1ea7u \u0111\u01b0a chi ph\u00ed carbon gi\u1ea3 \u0111\u1ecbnh v\u00e0o c\u00e1c d\u1ef1 \u00e1n \u0111\u1ea7u t\u01b0 m\u1edbi. V\u00ed d\u1ee5: Khi t\u00ednh to\u00e1n ROI (ho\u00e0n v\u1ed1n) c\u1ee7a m\u1ed9t d\u00e2y chuy\u1ec1n s\u1ea3n xu\u1ea5t m\u1edbi, h\u00e3y c\u1ed9ng th\u00eam chi ph\u00ed $5-10\/t\u1ea5n CO2 ph\u00e1t th\u1ea3i. N\u1ebfu d\u1ef1 \u00e1n v\u1eabn c\u00f3 l\u00e3i th\u00ec m\u1edbi \u0111\u1ea7u t\u01b0.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\"><strong>5. K\u1ebeT LU\u1eacN<\/strong><\/h2>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Vi\u1ec7c ra m\u1eaft ETS th\u00ed \u0111i\u1ec3m v\u00e0o th\u00e1ng 8\/2025 l\u00e0 c\u1ed9t m\u1ed1c tr\u01b0\u1edfng th\u00e0nh c\u1ee7a n\u1ec1n kinh t\u1ebf Vi\u1ec7t Nam. N\u00f3 chuy\u1ec3n d\u1ecbch tr\u00e1ch nhi\u1ec7m gi\u1ea3m ph\u00e1t th\u1ea3i t\u1eeb &#8220;t\u1ef1 nguy\u1ec7n&#8221; sang &#8220;ngh\u0129a v\u1ee5 t\u00e0i ch\u00ednh&#8221;.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">\u0110\u1ed1i v\u1edbi c\u00e1c doanh nghi\u1ec7p ng\u00e0nh \u0110i\u1ec7n, Th\u00e9p, Xi m\u0103ng: Cu\u1ed9c ch\u01a1i \u0111\u00e3 thay \u0111\u1ed5i lu\u1eadt.
